Wilma was born July 25, 1917 to J. August and Johanne 'Bentrupt' Heitmann on a farm east of Scribner. She was raised on the farm and graduated from Hooper High School in 1936. After her schooling Wilma worked as a bookkeeper at the co-op, waitress at the Hooper Inn, and for Dr. Heusel for 15 years retiring in 1981.

On March 1, 1945 Wilma married Gilbert Otteman. Together they owned and operated the Hooper Café. Gilbert preceded Wilma in death on March 10, 1990.

Wilma was one of the founders of the Hooper Senior Center and remained very active. She was a member of Redeemer Lutheran Church, life member of the VFW Auxillary and Smiles Club.
